Not actually true, CBRN Operators know that you can't shut things down for very long, so you don't play that card unless you are at the peak of the pandemic, blowing their wad in this phase is not the correct action.

Yes, but the point of these restrictions is to spread out the rate of infection so as to not overload our healthcare systems with one massive peak. Especially during the winter bed crisis many healthcare systems experience in the Northern hemisphere.
There are simply more beds available in the spring and summer.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.
