Yugoslavia shows the correct way to handle these things.

Just like Bosnia-Herzegovina having the federation of Bosnia-Herzegovina and Republika Srpska. And now things are peaceful.

Assad is the main culprit, because he just kicked down so hard, went to the vicious brutal crackdown lever one too many times, so that he set off a Sunni revolt within his own ranks, and then it just burned out of control from there, with all sorts of elements exploiting the breakdown in the Alawite coalition, the coalition is not all Alawite, there's Sunni's in the coalition, but they make up a big part of the army, and when the army split, all heck broke loose.

The Isreali think tank is just stating the obvious, they don't want either the Sunni's or the Shia to win, they just want to keep them fighting with each other indefinitely, this is why the US "backed" Saddam Hussien, it's not that America had any interest in Iraq winning the Iran-Iraq war, Iraq was actually a Soviet proxy, the US just took a "when your enemies are fighting each other, let them" approach.
