I’m debating wheather to call him on his bullshit or just be robotic and say he violated policy.
If he's that valuable to you, why not just offer him the option to pay it back? Like, say there employee bloggins, we noticed that you billed us for some personal stuff, do you mind paying that back, we can just deduct it from your compensation is that is more convenient.

Yeah, but some guy you think is harmless could also be a serial killer, really depends what kind of business you are running, like if it was an NFL football team and he was the all pro wide receiver you'd put up with more, if he was the water boy on the bench you would put up with less.

Before you confront him, might be a good idea to quietly get a corporate investigator on the case and make their own case file. Always good to have that third party credibility, imo.

It’s because I’ve seen this before.
I worked for another company in a lower position with a guy (named Mike) who did the same thing. They just came out with a new credit card policy that punished everyone instead of calling out or firing Mike for his bullshit.
About a year after I had left they shit canned him because he had opened a side business and was stealing business from the company he worked for but was billing travel expenses to his employer. They were literally paying for the privilege of being stole from.
It may appear logical to just let him off with an ass chewing because the money involved, but I’ve seen how this can spiral. People like that don’t change, they are who they are... in my experience

Good advice, but I think the juice wouldn’t be worth the squeeze.
