Not that I'm advocating that we start pumping out ineffective drugs to the populace, but removing the requirement for Phase 2 and 3 trials could easily be rolled into the Phase 4 trials, in addition to having efficacy data be a part of annual submissions that are already being made to the agency. It could still be beneficial.
