It sounds like you're not using them right, then. No point in deploying cav if you're just going to let them stand around close to the opposition. You see, you can't trust the police to actually trample these protesters with the horses, instead they just put the horses in jeopardy to no particular utility, just using the horse as a buffer, so they don't have to get their hands dirty, much better to have them dismount, and then start walloping these hooligans with the riot batons, which, if they had been non-unionized paramilitary Mounties, they just might have done that, but this was bloody Provincial Police.
Never send the public sector unions to police the public sector unions, this is why we have Mounties you see. The Mounties, are run like the Army, just in case you need police, to police the police, and/or, the rest of the police being unionized, they refuse to even show up.

Perhaps if you gave them some kind of vehicle instead. They are pretty useless for crowd control though, but I don't know what the Mounties do so I'm speaking from a position of total ignorance.
