The actual repeal only requires a majority. It's the filibuster faggotry that is the problem, and ending that farce is almost as important, really.
The rules on such as the filibuster can only be changed before or after and not during a season. Since this year's Congress is now in session we'd have to wait until the Fall, if not later.
