I've seen Ukrainian documents showing he signed on as a Ukraine Merc. Not sure if he's still active in that capacity.
He also appears to be part of or ran NGO trying to get people to sign up as Mercs in Ukraine, claimed he was trying to get Afghans who were trained by the US to Ukraine.
Thing is, you don't do that shit without US State Department Approval.
At a minimum he had contact with the US government and was approve to some degree by them to do these things.

He was arrested in 2002 "In possession of a Weapon of Mass Destruction" - Felony he got probation. He was arrested for Felony theft. In 2022 he's working with the US Government and Ukraine govt to get troops to Ukraine.
