Shropshire is pretty nice. It's on the Welsh border and has some nice castles.
The no flags rule wasn't aimed at the Union flag. It was so you don't have one lot of taxis with Israeli flags and another with Palestinian ones. Or Indian and Pakistani flags.
It's about avoiding conflict.
Obviously you can't just ban certain flags or political parties so you have to ban them all.

A county council can impose conditions when they grant licences to operate as a taxi driver.
As your short video shows they can also amend the regulations to permit taxi drivers to display the national flag.
