The Ukrainians were one of the largest, best trained, best equipped militaries in the world, and it's on their soil with NATO backing them. The Russians had to gear up, and man up. They started the war like the U.S. military is now.

I am no expert on the internal politics of Russia, so I can only speculate, but I do know the war wasn't supposed to last this long. They really blundered the initial phases of the war. They may need to gather support to keep the war effort going, or to escalate the war effort.
