2. Network of Ballot Collectors
3. Stash House to build a reserve of Ballots
- Ballots are sorted and bundled
4. Stop counting Ballots when the outcome is known
- Calculate the number of votes needed
- Order Votes from Stash House
5. Mules to take the necessary ballots from the Stash House and drop them at a polling place to be counted
6. Ballots are counted

Charles F. Barnes and Jay Ketcik, residents of The Villages in Sumter County, Fla., pleaded guilty to casting more than one ballot in the election. Voter fraud is a third-degree felony that can result in a maximum five-year prison sentence.
