American soldiers were definitely tougher than the villages they burned.
Assassins, poisoners, and ambushers generally aren't considered tough.
Toughness is generally rated by ones ability to go toe-to-toe with the adversary.

when I was young I would have shot those thugs dead for the Queen, so it would be no help to them for me to regress
