the hospital says that it's only temporary until they get the details of the federal mandate

they haven't said that they are defying the mandate, they just say they are waiting for it to come down from above state level

I would expect all the airlines to comply in the end, if they were going to defy the federal government they wouldn't be waffling

waffling is just a sign that they are going to comply, they are stalling perhaps, but I expect they will comply with the feds ultimately

the airlines are totally dependent on Washington, they can't buck the system
