I would actually say that Canada is a serious threat to the CONUS

the biggest threat would be nuclear terrorism

they have the Jihadists here, and they have the plutonium as well

nuclear security in Canada is lax, it would not be that hard for ISIS to get their hands on large amounts of Canadian plutonium

then they have a wide open border, thousands of kilometres where they could just walk across undetected

And not because Canada is so damn scary, militarily.
