In total collapse about all you can take with you are skills. I've witnessed first hand Cuban and Haitian refugees interned in camps. Those few with skills could quickly improve their situation. Any willing to work could improve their situation.

Operation Paperclip is this on a grand scale.

Yeah, none of those people who are executing the State's will are good people but Monty's of the world will have them set upon you to do what they deemed is the right thing to do.
