What if soft coup was it? All they had?
Hard coup requires overwhelming military support - and if they didn't have it, they'd lose.
Also, hard coup involves fighting - and if they can't fight worth a damn, they also lose.
Maybe it was supremely unlucky that soft coup worked - because they woulda lost at the next level.
