Kelly as the head of the DHS is making a good balancing job quite well, on one hand he is implementing Trump's (or Bannon's) policy, defending the wall. but then he does say something like this:
Homeland Security Secretary John Kelly promised Mexican officials Thursday that there will be “no mass deportations” under the Trump administration, as Kelly and Secretary of State Rex Tillerson attempt to repair the strained relationship between the U.S. and Mexico.
“This is something I would really like you all to pay attention to because it is frequently misrepresented or misreported in the press,” Kelly said Thursday at a joint press conference in Mexico City with Tillerson and Mexican officials. “Let me be very, very clear: There will be no — repeat: no — mass deportations. Everything we do in DHS will be done legally and according to human rights and the legal justice system of the United States.”
The start of the program, which was stopped by the court ruling, simply was so confusing that it wasn't blamed on Kelly. Yet when Kelly is talking about human rights, I think this guys means it. And he has a smart no nonsense, no idealistic stupidities, kind of approach to the whole subject:
