It will convene stakeholders to diagnose problems and surface solutions—large and small, public or private—that could help alleviate bottlenecks and supply constraints.

Watch it, we are going to see places that are going to get things that politicians demand because it's "not fair" that they don't have it... My Guess, Illinois, CA, Washington, and states of the sort are going to get an influx of things for "free" or to "supplement" because they normally wouldn't be able to get it or "afford" it otherwise.
