They say ballots are sometimes copied onto other paper when they are too damaged to be fed through one of the scanning machines during tabulation.

This statement is disturbing from a security point of view. If a ballot needs to be copied, then the original ballot and the copied ballot should always be kept together, and it should be marked as a copy. If the original ballot is too damaged to go through the counting machine the better procedure would be to either count it by hand or throw it out (i.e. what any other self-respecting government agency would do). It amazes me that things that are considered basic security in other areas of government, are just thrown by the wayside when voting.

This is only worthwhile if we are able to replace members of Congress to show that there was actual fraud

If the original is so damaged it can't be run through the machine, the damage will certainly show up on the copy.

It should, there are ways around it, but the chance of people knowing how to do that on duty is far and few in between. Especially with how each one looked identical, now that's a problem.
