bear in mind what attack submarines do most of the time
they are gathering acoustic intelligence, recording the signatures of specific ships
these are then stored for later use
so it's not an all out attack, it's just certain ships getting sunk here and there
it is also covert & deniable, ships are sinking, but who is sinking them is not clear
