You cannot save the institutions any more than you can save someone with Stage 4 Brain Cancer. You'd be wasting resources propping up an empty suit. In their current form, with their current bureaucracies, there is no amount of reform that will save them. You can see this with how Trump dealt with the military. He attempted to impose reforms upon them, and they either ignored him or fought him the entire way, and now that he's gone we're going to have frontline pregnant women and trannies. The military brass is full of closeted homosexuals who will not be the ones to focus on combat effectiveness, because they believe that technology provides them with a better option than relying on well-trained infantry. It's the Donald Rumsfeld military doctrine all over again. They think they can win any war with cool toys, so the kinds of people they need in the infantry are DMV-tier desk jockeys.
