The Texas grid is run by the Electric Reliability Council of Texas (ERCOT)
2/11/21 ERCOT issues a warning to the grid to prepare for record power usage
2/14/21 ERCOT requests permission to fire up backup power plants
~ The US Department of Energy requires grids to make this request, because of increased pollution required to run backup power systems.
2/15/21 Rolling blackouts begin in Texas
~ Monday the 15th was a Federal Holiday, probably no one around to approve the Texas request
2/16/21 Texas Power Plants Get Emergency Clearance to Crank Up Output from the Department of Energy

In Texas, they had the physical ability to flip the switch and prevent all blackouts
In Washington DC, they ignored the storm and potential fallout prior to the holiday weekend
No one anywhere in the chain of command had the balls to flip the switch and provide energy, pollution regulations be damned.
