Underrated post.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.

You can't tell Smitty to do anything.
He did tell me
reportedly 2,750 tons of amonium nitrate

that's like a 2.75 kiloton tactical nuclear bomb in terms of blast yield
That is NOT how it works.

To simmulate a 1 kilotonne nuclear blast you need 0.5 kilotonne of TNT. Half the energy in a nuclear bomb generates light and other radiation.

The Relative Effectiveness factor of ammonium nitrate is 0.32.

2,750 tons of AN = 2,750 * 0,32 * 2 = 1,76 kilotonne Nuke.

And that is if you have it packed into a Sphere.

I've been hearing that it was equivalent to 1100kg of TNT
a lot.
Like you say though, that's if it is perfectly mixed with accelerant.
