Well then they are the outliers, for every country has said so far that the majority of those that have died are either elderly and/or have underlying issues. It is extremely rare to find someone who died from it without having an issue... You know what, just put a blanket order over and say "open up and let those who want to take extra precaution do so, those who don't, live."
This virus isn't world ending, and those who are the worst potential risk need to take precautions themselves instead of having the state or country do it for them by forcing everyone to stay at home and have 23% of the workforce let go because an extremely small portion of the population got sick and died... nearly the same amount who died from the flu last season too btw.
