Bureaucracy is the issue here, not the appointer of the bureaucrats. Bureaucracy is a system, not a person. Why punish the leader of the Federation of 50 states when 40 of them haven't even seen 1000 deaths. Or... you can be extremely simple in you approach and say "Who cares if NY is assuming their death count and packing COVID-19 patients into nursing homes. Who cares if Florida is partying on the beaches and mass-spreading COVID to the rest of the nation. This is all one guy's fault - Trump!"
Yet somehow ... my own state ... home of the first detected COVID-19 case in America, isn't on the top 10 death list.
I guess Trump is responsible for that too, eh?

Really, the only thing that can change bureaucracy is the vox populi, but good luck getting the public to agree on anything. Until we have common ground about the foundational ideas driving actions our nation takes, we're in gridlock until the muskets come out, fam.
