In the US, no. I'd add, though, that if a person can confirm that a member of an at-risk congregation approaches vulnerable members of a his or her family, that person should be allowed to shoot them if they come any closer than five feet. That ought to balance things out. Everyone gets their freedom respected that way, and everyone can feel as safe as they need to feel.

As for the OP, which country will Hollywood pick as scapegoat? Well, if they go with a country that won't offend Chinese Hollywood-backers, they will pick Vietnam. Those two don't have good relations and current Vietnam's comfy with the US government.
