The qualifying term in Art. I, Sec. 1, is "All." (Overlook the veto power, they were probably hung over that day.)

BTW, as devious as the drafting and force-feeding of the Constitution was, those boys at least gave a wink and a nod to Montesquieu. Progressive thinking, that.

They look like pretty subjective reasons to me. I might use several of them to argue why he is such a poor President.

make them have to go all in to get anything done at all
Indeed, most legislation is garbage, so preventing more of the worst legislation from getting through is a great feature of the gridlock
