The fact of the matter is that our country was so badly prepared for this that the only option they had was to try to come with rationalizations for doing as little as they do. We have no stock of PPE. It was all just outsourced to the lowest bider JIT supplier. We do next to no tracing because we don't have the resources. Same with testing. When you can do very little, the best thing to do is to promote the idea of doing very little.
Are Finns white? That is a philosophical question. One obvious answer is yes, because they are pale and mostly blond. Another answer is no, since the black/white dichotomy is an American invention and the Finns aren't Americans.
In a Swedish context you could say that as a large group of immigrants the Finns at one time were at the bottom of the society as new arrivals with a different culture, struggling with the language, lots of violence and alcoholism. You could argue they were our version of blacks. Now they are well established. Other groups have taken their place at the bottom. The new groups are even more different from Swedes than the Finns were. The Finns are to Sweden a bit like the Irish to the US.
