There is another level below the National Guard called the State Defense Forces

Not all states have them active at the moment, but 21 states do.

They are sequestered from the National Guard

Under Title 32 you may not be a member of the SDF if you are a member of the Guard or Reserve

The SDF's are under utilized, none the less, a legal framework exists for state militias which are entirely under state control.

Yes, the original intent of local militia's has been corrupted since the early 20th C Dick Act. Then our old friend Woodrow Wilson made them a full asset of the Federali's.

Yes, the SDF is under utilized, but all states that I know of use them in a corrupted manner too, as support and logistics for local disasters.

If you form an actual militia with the original intent of the founders, you are considered a threat to the nation these days.

It is interesting, because a lot of rappers formed posse's. Their crew that is backing them is actually in violation of the Posse Comitatus Act which clearly states: "Real ass niggas can only roll wit dere krew if they are stayin off some Federal Nature Perserve and in Accordinz wit da Bureau fo Land Managzment Nigga!"
