Look up project ORCA in 2012. This sounds exactly like that. A coding, reporting, no training issue. This is way too fucked up to be anything else but incompetence. I seen many elections, observed, been judge of elections, been in county counting rooms, I have seen or heard of "irregularities" this aint it. This is an all around clusterfuck. Top to bottom.
