Nope, cant blame the DNC for this. Alot of these new rules and paperwork were at Bernie's insistence. He wanted more "transparency," and he got it. Breaking news it's a shit show, it was always a shit show. If it was anywhere else but Iowa this would kill the caucus.
Everyone and their mom knew Santorum won in 2012, he lived there for about 3 months. The religious dude always wins Iowa GOP caucus. Delegate wrangling notwithstanding the votes are the votes.

It's Biden or Bust. The DNC can't switch horses and beat Sanders, if Biden can't do it, none of them can. Bloomberg, Buttigieg and Warren can't pull out this nom for the establishment, Biden is much better choice, even if he came in fourth in Iowa.

I woke this morning expecting to see Iowa results. Instead I get a really early Christmas present in the form of a complete and total cluster show put on by the DNC.
Early lurking around various liberal online hangouts has proved to enhance the entertainment. Some are acting like this is no big deal. Others are blaming white people, because it's Iowa so this entire mess must be the fault of whitey. Others are floating theories of Trump hacking the new app. No one is blaming a new, UNTESTED app, it has to be a hack by Trump.
