The only reason 'territory' has a vote is the idiosyncrasy of the US constitution regarding Senators. If the Constitution fails, as the GOP apparently wants it to, those conditions no longer apply.

Most government programs that are cooked up by non-responsible and self-interested agents behind locked doors and then sold after the fact with fabrications and fiction are not the best.
