Indeed, but it's very clear that drug prohibition is of great benefit to the cartels, and forcing them to diversify is still a pretty big win. If cartels had more legal competition, they wouldn't make nearly as much as they do now.

Too bad prohibition is so popular with the rubes, to the point that decriminalization is not politically feasible, oh well.

True. The real question is, what is the best way to for Mexico to acquire some rule of law and stronger governance, and what would be the optimal strategy for America to help incentivize that? Especially considering with how much sway these cartels have over the weak corrupt governance that there is and prop it up so they can exploit the situation.

This is how America gets itself into the quagmires, Do Something! + American Know How!

Containment is really all that can be done with a basket case like Mexico.

Unleashing NSA, CIA & JSOC would work too well, they would quickly break the cartels up

But that just creates more chaos, the cartels are the central authority,

Without them, the streets get even more chaotic as the gangs fight for control at the next level below

Doing something for the sake of doing something, even when it's counter-productive, is a pretty lame strategy, who knew?

Containment and Flight To Quality FTW.

You can show the basket case the shining city on a hill, but you can't force them to emulate your success, they got to want it for themselves.

In the meantime, secure the border, fix the immigration system, and slowly push back the prohibitionists.
