I'm inclined to believe it's only the last option. The concentration camps have been getting some amount of attention in several forms of media lately, but no one's stopped doing business with China over it because of it. Even this latest move by the US secretary of trade is quite mild.

Still, it's nice to see China "punished" in even such a small way, for something we used to bomb Serbia for in 90's.

It's a two birds with one stone move, one bird may be more important to nail than the other, but it's still both, not one or the other.
