Under the right circumstances, governments don't have to collect any taxes. Unfortunately, since politicians will mistake it for a free ride, the stringent requirements would quickly be violated. However, if a King-Of-The-Budget existed, here's how it would work: productivity/consumption must be increasing and government spending cannot exceed that rate by very much. For example, a GNP of $12 trillion increasing by 5% per year due to increased consumption, some of which come from population growth, and some more from increased productivity, with another 5% inflation, results in a $1.2 trillion need for cash injection, which is the size of the current U.S. budget.

It's how Washington deals with dissidents.
They make you a public pariah by painting you as a sociopath or sexual deviant of some kind, Nuts & Sluts.
