So you are saying not giving somebody something for nothing is stealing from that person?

Stealing implies you own something that is taken from you. Nothing would be taken from the car park if you gave that man your ticket. The space was already paid for. You could just as easily have gone to lunch and used up all that time.

This is not stealing, Monte. It might be made illegal so the state can get more money by double charging for time on a space, but one could argue it is the state who is morally stealing by charging more than once for the same use of a parking spot.

If you want full value for your ticket you can spend more time shopping.
You entered a contract when you bought the ticket. The clauses included not overstaying the allotted time and not transferring your ticket. You were not granted the right to a refund.

At no time have I suggested that it was me who was the direct victim of this theft. I could lose my library though. I could also face a heavy fine for accepting the ticket.
Once again, you are not charged by the minute. You are charged by the hour, it's a minimum charge per car.
It is stealing in every sense of the word.
