My tinfoil hat is saying that they knew Epstein was in threat of becoming a risk so they had him arrested in a court system and jail they controlled so they could get him out of the way. Arizona was investigating him and my spidey sense say they wanted him dealt with before Arizona could grab him and have his fate out of their control.
