Judged on level of knowledge of...anything and anyone's mouthed off about on Twitter and at rallies, almost everyone is also more capable. I say put Fife in charge for a year. Between esoteric old-man's references to pop culture 50 years ago, walls of text of legal yibber-yabber and a love of memes, he's the ideal candidate for the 21st century. Just gotta stay vague and esoteric and people will simply imagine he stands for excatly the same things they believe in.
