Why the emphasis on "outbreak" ?

The school is responsible for the safety of all it's students while on the premises.
If parents are sending kids to school with unsafe sandwiches then the school would be in dereliction of its duty of care if it just let the kids eat them.
Ah, the rallying cry of the statist, "the government needs to protect us!!"

Thus you ban guns, knife crime increases, you ban knives... Maybe you need a govt license for a butter knife, because y'know the state needs to protect you. As to that screwdriver...

So here in the US they've gotten rid of a lot of school playgrounds, or at least padded everything from when I was a kid. What's that, young boys are fidgety and need physical activity to get their energy out of they get "problematic" in class? No problem, the school mandates you medicate your kid with Ritalin or else he won't be allowed in school. And, of course, now we're headed towards if your kid shows some gender confusion... Well, you need to send him to a gender therapist and if you don't put them on hormone blockers the state might come and take you child away.

Yes, we definitely need to give the state more and more power to regulate our lives.
You are definitely way too dumb to handle any responsibility for yourself... And if you aren't so dumb we'll make you that way eventually by taking away all your responsibilities anyways.

Remember, Brawndo has what plants crave.

It goes back to Nassim Taleb's argument that all efforts to minimize or eliminate random risks create bigger disasters.

The random risk of individual students getting sick from their lunches they brought from home is not as bad an impact as the risk of the entire student body getting sick because of one mistake in the government cafeteria.

Parents whose kid gets sick on their own lunch pay the cost for it, and are much more likely to not make that mistake again. Government bureaucracies that make the same mistake, poisoning tens of times or more students, are unlikely to do much about it, since they pay none of the costs.

You see the same effect everywhere.

Attempts to decrease market volatility by making speculation, especially short-selling, more costly result in stable prices punctuated by devastating retracement.

Attempts to decrease the slight health risks of minor infections with rampant antibiotic use resulted in deadly antibiotic-resistant bacterial pathogens.

Every time you hear a nanny statist like Monty proclaim more government control and regulation for the safety and elimination of common, random risks, you should know that the end result will be more fragile society and, at some point down the road, a very costly punctuating event where all the weakness he creates produces much misery and even death.

So what is everyone saying?
The school should be allowed to serve unsafe food because regulations are for nanny state pussies?
I suppose you could always sue after the school kills your kid with salmonella from one of their unrefrigerated meat sandwiches.
If however, you think the school canteen should be inspected regularly and unsafe practices stopped then you'd be an idiot to think there should be no regulations for pack ups.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.

The school, insomuch as it serves food, should be regulated no differently than a restaurant is regulated (which they are not in America). Furthermore, they should not interfere with parents who wish to feed their own children with boxed lunches. If teachers notice boxed lunches not containing two cold packs in them, then they can send home a letter to parents informing the parents of the risk. Cold packs cost only a few dollars. If it happens, it's most likely an oversight on the part of the parents.

You do not need centralized state control of lunch which is demonstrably less safe than parents packing lunches for their children anyway.

To the statists, it can't possibly be safer if it's not heavily regulated by government, reality be damned.

Go on then, demonstrate it.
Don't forget to allow for the numbers of school meals served safely every day due to sensible food regulations like keeping meat chilled.

You'll need to compare the rates of days off due to food poisoning between those who eat pack ups and those who eat school canteen food.

You'll also have to take swabs and record bacteria levels of both.

Also, if you can show me the temp control sheets filled out by parents and compare them to the schools.

Otherwise, demonstrably is just a word man...

See can't possibly be safer, it's not heavily regulated by the government. Like clockwork, always assumes regulation is the answer.

Then maybe you can tell us again why you won't fly commercial because civil aviation safety regulations and inspections aren't as good as what you were used to in the military.

The existence of some regulations that make sense doesn't mean all regulations make sense. The onus is on those pushing the regulations to prove they are necessary, and demanding all students lunches brought from home are regulated is about the dumbest thing I've ever heard of.
