No Boris wouldn't deliberately use nukes, he'd more likely trip over the tail on his smoking jacket while carrying some smoked quails eggs through to the billiards room and accidentally hit the launch button.
Or more likely he'd inadvertently press some intern against it while getting his tip moist.
For legal reasons, we are not threatening to destroy U.S. government property with our glorious medieval siege engine. But if we wanted to, we could. But we won’t. But we could.

People always play it up to instill their own "project fear" in their "tribe", as if their president/PM has the authority to just unilaterally nuke someone. No president/PM has that sole authority *except* under the sole condition that another country has already launched nukes at them - in which case the decision to *retaliate* with equal force has a decision time measured in minutes, not hours or days.

Even the use of small tactical nukes would be met with severe disapproval by every nation. They are a "big stick" to use as a threat, but short of all out nuclear war their actual use would be met by world condemnation. Even the USSR understood this, heck I'm sure even 'Little Kim' understands this.
