It sometime is worse than even that. The carbon credit scam hands out credits to existing companies. There is a cap on total credits, so any new competitor has to purchase them from the existing businesses. It's basically a scam whereby an existing set of businesses use "climate change" as an excuse to erect a nearly impossible barrier to entry in their markets.
