If I had to guess.. I'd guess the engine was already fodded out, possibly from bird strike. It likely blew out immediately, created a bit of a fireball, and the pilot immediately shut it down. What you see there is just the remnants of the first turbine fan spinning.
Going back to an earlier point in another thread.. this is why you should have at least two engines, you fucking dumbasses.

The whole thing is fucked and probably needs to be scrapped. I am not sure if you can salvage a totally blown out, fodded engine. Never heard of it in the Air Force, but in the commercial airline world they might do that. Not that this engine's state was likely the fault of the ground crew or corporations in this case. Most likely fodded out by bird strike.
The good news was that the fans didn't explode along their plane of rotation. I am not familiar with those external turbofan engines, but on an F-15, the engine has several stages where the air is increasingly compressed behind more fans to the point where, if it blows, those fans literally explode along the plane of rotation and can cut through all sorts of shit. This is why many such engines have a red line painted on them. While running, it's always a safe bet to not linger in front of that red line.
Additional pro-tip: don't buy tickets for seats in the path of that red line.
Or just avoid flying commercial. There's that too.
