I adopted a massively flea ridden long-haired cat abandoned (not feral) living under a dumpster at a friend's condo complex - two doses of the topical flea/tick treatment did almost nothing to help - one dose of capstar from the vet and they were gone the next day.

So maybe the ultimate solution for the homeless is... "Cap 'em"

(Or just "poison the pot" - stop enabling them, no free handouts, arrest them for vagrancy, etc?)
