Pathos is presenting some sad stories in an attempt to sway a rational decision. It's effective. I use it from time-to-time myself against marxists because that's pretty much the only thing that sways them since they are not generally rational people. But remember your audience. As sad as these stories are, they don't negate the necessity of this policy. In fact, I think the policy doesn't go nearly as far enough.
