I was referring to the Army taking a side. The Army could only win against the American people in general like that if the veterans side with the Army.

If you are talking about an insurgency without the veterans, then obviously it will not go anywhere and the hobby insurgents would all be killed.

Wouldn't it be plausible that the army regulars would disperse back to their families and side with whatever meant staying alive?

Not yet, I don't think. But I think it could be true in the future, for the most part. War was total and barbaric in the 20th century, but it could become more ritualistic like it was in the past yet again.

If the US Army had to prosecute a civil war, I kind of doubt they would take a strategy that was not about the absolute minimization of civilian casualties. Everything is becoming precision-based as well. Not just precision weapons, but intelligence and even ground forces. The new paradigm is to just used special forces to do highly specialized and targeted action, backed up by a lot of air and space power, and a satellite reconnaissance system the extent of which most people possess very little concept.

At the tip of the iceberg: the City Budget Office reports that Portland has 120 vacant officer positions that need to be filled.

The shortage of beat cops comes as the bureau is flooded with a rising number of calls for service. Call volume increased 25% over the last five years, according to the budget office, primarily driven by "disorder" related calls. The end result is that officers are scrambling to respond to 55,000 more calls this year than in 2013-14, but with roughly the same number of police officers.

There is a video of a meeting of the city council and police chief. In that they state of 63 recent applicants, only 3 passed the initial screening, most failing due to drug use.

So the overworked cops that are left will get burned out faster and the city will continue to circle the drain. They will end up with less cops or worse cops. That's what you get when your leadership backs the thugs and not the cops. I wonder what housing prices are doing in Portland?
