Central America/ Banana Republics don't really count. What we spend in military expenditures that entire decade? How many soldiers died? Basically not much at all. Hence "normal".

They didn't advocate for handing the Philippines to the Japanese.
They just didn't want to fight a European war, particularly not for the British Crown.
