I am not sure how to get a causation from that, since obviously many people are simply more aware of the risks than they did back then, but the fact that less people are driving beyond the legal limits and there is a steady decrease in DUI fatalities supports the notion that 0.08 is a well-chosen threshold.
My particular issue is that the roadside DUI tests conducted in America are a total sham. You can pass the test in the sense that you correctly perform sometimes and for some folks very difficult mental and physical challenges, and yet the cop can still decide you failed the test.
At that point you get arrested and are driven to the police station where they ask you to submit to a breathalyzer or blood test. It is at this point you can prove your innocence, but the damage was already done.

Another problem is the BAC threshold itself. Because I so rarely drank these past twenty years, my alcohol tolerance is really low. I can drink one glass of beer and I get intoxicated to the point where I definitely do not feel okay to drive for at least an hour. But going by BAC charts I'd need to drink 3-4 12 ounce beers to get there.

I know how I react to alcohol and that chart is crazy for my particular circumstance.
Because some people are technically alcoholics due to the amount they drink each week, their tolerance is really high. They think the BAC threshold is dumb because it takes a lot higher BAC to impair them than it does me.

If it's used to impose harsh punishments based on blowing slightly over a low BAC limit, that's not a good thing.
It's not the fault of the better testing, it's the fault of the prohibitionists for their ridiculous over punishing because MADD temperance lady's have to screech about thinking of the children, when people don't want to impose ever more draconian punishments on people who don't deserve it, because of their moral panic bullshit.

And with respect to punishments.. I know a handful of people who caught DUIs in recent years. The only harsh punishments I ever saw meted out were not by the state but by the insurance companies in the form of 300+ dollar monthly premiums. The state only holds them in the drunk tank for at most 24 hours, imposes license restrictions, and orders community service -- hardly draconian measures there. The worst I ever saw was this female friend who had to pay to have the breathalyzer thing installed in her vehicle and go to therapy, but that shit only kicked in for her third rodeo.
Most of them have no plans to repeat offend because they want the insurance premiums to fall back down and they never again want to have to basically make a second car payment worth of premiums just to drive to work.
