A private rail company signs a contract to provide specific services.
If they decide to cut a service down to one one-way train a week, of course, people won't use it.
This is why you have contracts, to lay down the conditions and regulations to stop companies cherry-picking the best routes while closing the rest.
Pissing money away on trains no one uses, a good use of taxpayer money. If a few people use it, the rest of the country should have to pay for it, so they can keep using it. It's not a better idea to spend the money on forms of transportation that people actually use, got to prop up uneconomical trains, because a few people like them. What a strange coincidence that plenty of those who like uneconomical trains don't like forms of transportation that people actually use, and want to tax the shit out of it, to prop up their shitty trains.
Martin, I really wonder if you can take advantage of this code. I am sure you can find a handful of examples of hate speech directed at white men by your state democrats. Use their code of conduct against them.

It won't work. White privilege negates any potential wrongs done to white people.
But make them say that openly. Right now they hide behind euphemism. Make them explicitly affirm they believe hate for white men is acceptable.
Their code of conduct, as I read it, says hate speech against white men is unacceptable. It clearly states exclusionary language will not be tolerated.

I don’t need anybody giving me a “code” for anything. If someone wants a Code of Conduct, I’ll supply it.
