Actually a pretty good question. If it wasn't such a shithole there'd be less migration pressure. We have a 200 year history of fucking up regarding Latin America, mostly in the name of corporations and Freedom. It's not destiny, Costa Rica is a pretty functional place. But our policy was determined by what was good for our corporations, not what was good for their people. It's only now we're seeing that what was good for their people was also good for our people. Further, the kind of destructive but profitable economic decisions that were always made down there have been made up here.

Some folks get all riled up about what we spend on foreign aid, but almost all of that ends up going to US overseas contractors like Halliburton etc. It's just pork. Or worse: read Confessions of an Economic Hitman.
