F-18 is not a real air superiority fighter either, dude. It's a rough analog of an F-35 in the previous generation.

NORAD is air policing. Big difference.
The RCAF has the F-18 for the same reason the USMC does.
Attack and Strike, that's all Canada has ever used them for.

By the way, this is the greatest CF-18 pilot of them all.
Billie Flynn commanded the CF-18's in Kosovo which was Canada's biggest air combat mission since WWII
No CF-18 pilot has flown more combat sorties than this guy.

The Pentagon was apparently concerned that relying entirely upon the F-35 wasn’t an optimal or sufficiently versatile solution. Operation and maintenance costs of the F-35 were running far higher than expected and the air force needed to be able to quickly transition squadrons to new fighters. The conversation was geared to what was readily available off the production line, what was low risk and what wouldn’t require a protracted development project.
The Pentagon is not exactly satisfied with the F-35 and Lockheed Martin.
