Tulsi Gabbard doesn't have a snowballs chance in hell of winning the Democrat nomination, let alone to beat Trump. I like Tulsi too, but she's not going to win, so pining for that unicorn will lead to nothing but disappointment. Same with Andrew Yang.

The budget will remain about the same, there is budget gridlock, the Democrats are not going to slash the Pentagon.
The Democrats however are more likely to be aggressive about INF and BMD, it's actually an Obama legacy project.
